In recent years,Shandong has actively carried out innovative research and development of water-saving technologies in various fields,vigorously developed the manufacturing of water-saving products and equipment,continuously promoted the construction of water-saving projects in various industries,established a sound water-saving management service system,and laid a good foundation for the development of the water-saving industry. However,the classification of water-saving industries is not yet clear,water constraints and incentives are insufficient,technological integration and R&D innovation capabilities need to be improved,and industrial scale and cluster development advantages are insufficient. Based on the principles of green,integrated,clustered,and distinctive development,and considering the provincial situation and water conditions,this article proposes the “2 + 2 + N” Shandong water-saving industry location layout of “dual core leadership,dual emphasis on development,and comprehensive support”. It suggests to strengthen government guidance and social participation,deepen the industrial development concept of giving full play to the roles of both government and market water conservancy,implement industrial basic statistics and top-level planning,enhance rigid constraints on water resources and water use supervision systems,promote innovation in water-saving technology and the transformation of achievements,establish industry university research application alliances with enterprises as the main focus,facilitate the cultivation of high-end water-saving talents and practical skilled talents,improve technological support for industrial development,innovate the development models of contract water-saving,water-saving associations,and industrial agglomeration,and make every effort to create a new trend in the development of Shandong' s water-saving industry in the new era.
